Jian Heo
Independent Public Administration Researcher
OHEUXI
Jian Heo is an independent public administration researcher and the founder of OHEUXI. She studies how institutions recognise dispersed traces, form and revise public judgment, and act in time.
Her work develops two concepts: Recognition Architecture (RA), which examines how dispersed information acquires institutional standing as authorised and revisable public judgment, and State Time Failure (STF), a bounded diagnostic for situations in which recognition or response arrives only after feasible protective options have materially narrowed. Her research focuses on institutional recognition, administrative time, public responsibility, and the state–citizen interface.
She presented this work at the European Network for Public Administration (ENPA): at the ENPA Inaugural Conference 2026 (Bucharest University of Economic Studies, Bucharest, 22–25 April 2026) and at the ENPA Meeting 2026 (Ghent University, Ghent, 14–16 September 2026).
Her research does not treat individual emotional states as objects of diagnosis, risk scoring, or monitoring.
